Il 10 dicembre 1948, l'Assemblea Generale delle
Nazioni Unite approvò e proclamò la Dichiarazione
Universale dei Diritti Umani, il cui testo completo è
stampato nelle pagine seguenti. Dopo questa solen-
ne deliberazione, l'Assemblea delle Nazioni Unite
diede istruzioni al Segretario Generale di provvede-
re a diffondere ampiamente questa Dichiarazione e,
a tal fine, di pubblicarne e distribuirne il testo non
soltanto nelle cinque lingue ufficiali dell'Organizza-
zione internazionale, ma anche in quante altre lin-
gue fosse possibile usando ogni mezzo a sua dispo-
sizione. Il testo ufficiale della Dichiarazione è dispo-
nibile nelle lingue ufficiali delle Nazioni Unite, cioè
cinese, francese, inglese, russo e spagnolo.

DICHIARAZIONE UNIVERSALE DEI DIRITTI UMANI

(Preambolo)

Considerato che il riconoscimento della digni-
tà inerente a tutti i membri della famiglia umana
e dei loro diritti, uguali ed inalienabili, costituisce
il fondamento della libertà, della giustizia e della
pace nel mondo;

Considerato che il disconoscimento e il disp-
rezzo dei diritti umani hanno portato ad atti di
barbarie che offendono la coscienza dell'umani-
tà, e che l'avvento di un mondo in cui gli esseri
umani godano della libertà di parola e di credo
e della libertà dal timore e dal bisogno è stato
proclamato come la più alta aspirazione dell' u-
omo;

Considerato che è indispensabile che i diritti u-
mani siano protetti da norme giuridiche, se si vuo-
le evitare che l'uomo sia costretto a ricorrere, co-
me ultima istanza, alla ribellione contro la tiranni-
a e l'oppressione;

Considerato che è indispensabile promuovere
lo sviluppo di rapporti amichevoli tra le Nazioni;

Considerato che i popoli delle Nazioni Unite
hanno riaffermato nello Statuto la loro fede nei
diritti umani fondamentali, nella dignità e nel va-
lore della persona umana, nell'uguaglianza dei
diritti dell'uomo e della donna, ed hanno deciso
di promuovere il progresso sociale e un miglior
tenore di vita in una maggiore libertà;

Considerato che gli Stati membri si sono impe-
gnati a perseguire, in cooperazione con le Nazio-
ni Unite, il rispetto e l'osservanza universale dei
diritti umani e delle libertà fondamentali;

Considerato che una concezione comune di
questi diritti e di questa libertà è della massima
importanza per la piena realizzazione di questi
impegni;

L'ASSEMBLEA GENERALE

proclama

la presente dichiarazione universale dei diritti
umaumani come ideale comune da raggiungersi
da tutti i popoli e da tutte le Nazioni, al fine che
ogni individuo ed ogni organo della società, aven-
do costantemente presente questa Dichiarazione,
si sforzi di promuovere, con l'insegnamento e l'e-
ducazione, il rispetto di questi diritti e di queste li-
bertà e di garantirne, mediante misure progressi-
ve di carattere nazionale e internazionale, l'uni-
versale ed effettivo riconoscimento e rispetto tan-
to fra i popoli degli stessi Stati membri, quanto fra
quelli dei territori sottoposti alla loro giurisdizione.

Articolo 1

Tutti gli esseri umani nascono liberi ed eguali
in dignità e diritti. Essi sono dotati di ragione e
di coscienza e devono agire gli uni verso gli
altri in spirito di fratellanza.

Articolo 2

Ad ogni individuo spettano tutti i diritti e tut-
te le libertà enunciate nella presente Dichia-
razione, senza distinzione alcuna,per ragioni
di razza, di colore, di sesso, di lingua, di reli-
gione,di opinione politica o di altro genere,
di origine nazionale o sociale, di ricchezza,
di nascita o di altra condizione. Nessuna dis-
tinzione sarà inoltre stabilita sulla base dello
statuto politico, giuridico o internazionale del
paese o del territorio cui una persona appar-
tiene, sia indipendente, o sottoposto ad am-
ministrazione fiduciaria o non autonomo, o
soggetto a qualsiasi limitazione di sovranità.

Articolo 3

Ogni individuo ha diritto alla vita, alla libertà
ed alla sicurezza della propria persona.

Articolo 4

Nessun individuo potrà essere tenuto in stato di
schiavitù o di servitù; la schiavitù e la tratta de-
gli schiavi saranno proibite sotto qualsiasi forma.

Articolo 5

Nessun individuo potrà essere sottoposto a
tortura o a trattamento o a punizione crudeli,
inumani o degradanti.

Articolo 6

Ogni individuo ha diritto, in ogni luogo, al ricono-
scimento della sua personalità giuridica.

Articolo 7

Tutti sono eguali dinanzi alla legge e hanno dirit-
to, senza alcuna discriminazione, ad una eguale
tutela da parte della legge. Tutti hanno diritto ad
una eguale tutela contro ogni discriminazione che
violi la presente Dichiarazione come contro qual-
siasi incitamento a tale discriminazione.

Articolo 8

Ogni individuo ha diritto ad un'effettiva possibilità
di ricorso a competenti tribunali contro atti che vi-
olino i diritti fondamentali a lui riconosciuti dalla
costituzione o dalla legge.

Articolo 9

Nessun individuo potrà essere arbitrariamente ar-
restato, detenuto o esiliato.

Articolo 10

Ogni individuo ha diritto, in posizione di piena u-
guaglianza, ad una equa e pubblica udienza da-
vanti ad un tribunale indipendente e imparziale,
al fine della determinazione dei suoi diritti e dei
suoi doveri, nonché della fondatezza di ogni ac-
cusa penale che gli venga rivolta.

Articolo 11

1.
Ogni individuo accusato di un reato è presunto
innocente sino a che la sua colpevolezza non sia
stata provata legalmente in un pubblico processo
nel quale egli abbia avuto tutte le garanzie neces-
sarie per la sua difesa.

2.
Nessun individuo sarà condannato per un com-
portamento commissivo od omissivo che, al mo-
mento in cui sia stato perpetuato, non costituis-
se reato secondo il diritto interno o secondo il di-
ritto internazionale. Non potrà del pari essere inf-
litta alcuna pena superiore a quella applicabile al
momento in cui il reato sia stato commesso.

Articolo 12

Nessun individuo potrà essere sottoposto ad
interferenze arbitrarie nella sua vita privata, nel-
la sua famiglia, nella sua casa, nella sua corris-
pondenza, né a lesione del suo onore e della
sua reputazione. Ogni individuo ha diritto ad es-
sere tutelato dalla legge contro tali interferenze
o lesioni.

Articolo 13

1.
Ogni individuo ha diritto alla libertà di movi-
mento e di residenza entro i confini di ogni
Stato.

2.
Ogni individuo ha diritto di lasciare qualsiasi
paese,incluso il proprio, e di ritornare nel prop-
rio paese.

Articolo 14

1.
Ogni individuo ha il diritto di cercare e di godere
in altri paesi asilo dalle persecuzioni.

2.
Questo diritto non potrà essere invocato qualo-
ra l'individuo sia realmente ricercato per reati
non politici o per azioni contrarie ai fini e ai prin-
cipi delle Nazioni Unite.

Articolo 15

1.
Ogni individuo ha diritto ad una cittadinanza.

2.
Nessun individuo potrà essere arbitrariamente
privato della sua cittadinanza, né del diritto di
mutare cittadinanza.

Articolo 16

1.
Uomini e donne in età adatta hanno il diritto di
sposarsi e di fondare una famiglia, senza alcuna
limitazione di razza, cittadinanza o religione. Essi
hanno eguali diritti riguardo al matrimonio,duran-
te il matrimonio e all'atto del suo scioglimento.

2.
Il matrimonio potrà essere concluso soltanto con
il libero e pieno consenso dei futuri coniugi.

3.
La famiglia è il nucleo naturale e fondamentale
della società e ha diritto ad essere protetta dalla
società e dallo Stato.

Articolo 17

1.
Ogni individuo ha il diritto ad avere una proprie-
tà sua personale o in comune con altri.

2.
Nessun individuo potrà essere arbitrariamente
privato della sua proprietà.

Articolo 18

Ogni individuo ha diritto alla libertà di pensiero,
di coscienza e di religione; tale diritto include
la libertà di cambiare di religione o di credo, e
la libertà di manifestare, isolatamente o in comu-
ne, e sia in pubblico che in privato, la propria re-
ligione o il proprio credo nell'insegnamento, nel-
le pratiche, nel culto e nell'osservanza dei riti.

Articolo 19

Ogni individuo ha diritto alla libertà di opinione
e di espressione incluso il diritto di non essere
molestato per la propria opinione e quello di cer-
care, ricevere e diffondere informazioni e idee at-
traverso ogni mezzo e senza riguardo a frontiere.

Articolo 20

Ogni individuo ha diritto alla libertà di riunione e di
associazione pacifica.

2.
Nessuno può essere costretto a far parte di un'as-
sociazione.

Articolo 21

Ogni individuo ha diritto di partecipare al governo
del proprio paese, sia direttamente, sia attraverso
rappresentanti liberamente scelti.

Articolo 26

ne deve essere gratuita almeno per quanto riguar-
da le classi elementari e fondamentali. L'istruzione
elementare deve essere obbligatoria. L'istruzione
tecnica e professionale deve essere messa alla por-
tata di tutti e l'istruzione superiore deve essere
egualmente accessibile a tutti sulla base del merito.

L'istruzione deve essere indirizzata al pieno svi-
luppo della personalità umana ed al rafforzamen-
to del rispetto dei diritti umani e delle libertà fon-
damentali. Essa deve promuovere la comprensio-
ne, la tolleranza, l'amicizia fra tutte le Nazioni,
i gruppi razziali e religiosi, e deve favorire l'opera
delle Nazioni Unite per il mantenimento della pace.

I genitori hanno diritto di priorità nella scelta del
genere di istruzione da impartire ai loro figli.

Articolo 27

Ogni individuo ha diritto di prendere parte libe-

it is usual for the dead care, to go to the Cemetery.
Everyone should do this present;
Everyone should have this thought. Every year, exactly on this day,

DETROIT, United States (AFP) - Philanderers beware: spouses caught cheating in Michigan could end up spending the rest of their life in prison.

And not the emotional kind.
The state's appeals court recently ruled that extramarital flings can be prosecuted as first-degree criminal sexual conduct, a felony punishable by up to life in jail.
"We cannot help but question whether the Legislature actually intended the result we reach here today," Judge William Murphy wrote in a unanimous Court of Appeals panel, "but we are curtailed by the language of the statute from reaching any other conclusion."
"Technically," he added, "any time a person engages in sexual penetration in an adulterous relationship, he or she is guilty of CSC I," the most serious sexual assault charge in the state's criminal code.
Michigan still lists adultery as a felony, although no one has been convicted of the offense since 1971.
Nobody really expects prosecutors to go after cheating spouses. But the ruling has the local legal community twittering about its genuine intended target.
One theory floating around the courthouse is that the judges were taking a jab at the state Supreme Court, which has decreed that judges must interpret statutory language adopted by the Legislature literally, whatever the consequences.
Many other states allow judges to reject a literal interpretation if they believe it would lead to an absurd result.
Judge Murphy wrote that he encouraged "the Legislature to take a second look at the statutory language if they are troubled by our ruling."
A spokesman for the attoney general, who publicly admitted to adultery in November, declined to say whether they would press for legislative amendments to make it clear that only violent felonies involving an unwilling victim could trigger a first-degree CSC charge.
"This is so bizarre that it doesn't even merit a response," Rusty Hill said.
The appeals court decision involved a man convicted of trading prescription painkillers for sex.
In an attempt to increase his jail time, prosecutors used an obscure provision of the state's criminal law to charge him with criminal sexual conduct, which occurs whenever "sexual penetration occurs under circumstances involving the commission of any other felony."

Procol Harum organist wins court case

LONDON - A judge awarded a 40 percent share in the copyright of "A Whiter Shade of Pale," one of the most famous pop songs of all time, to a former organist for Procol Harum.

Lead singer Gary Brooker and lyricist Keith Reid always claimed credit for the hit, which became part of the soundtrack for the hippy "summer of love" of 1967.
But in his ruling, the judge decided that organist Matthew Fisher was entitled to both credit and royalties.
"I have come to the view that Mr. Fisher's interest in the work should be reflected by according him a 40 percent share of the musical copyright," the written judgment said. "His contribution to the overall work was on any view substantial but not, in my judgment, as substantial as that of Mr. Brooker."
The judge said the song's organ solo "is a distinctive and significant contribution to the overall composition and quite obviously the product of skill and labor on the part of the person who created it."
The judge said Fisher, 60, was entitled to royalties from May 2005, when he began court proceedings.
"A Whiter Shade of Pale," famous for its cryptic lyrics — "We skipped the light fandango, turned cartwheels 'cross the floor" — topped the British charts for five weeks in 1967 and was a Top 5 hit in the U.S.
Rolling Stone magazine has ranked it 57th in a list of the 500 greatest songs of all time.
Brooker says he and Reid wrote the song before Fisher joined the band in March 1967. It was released in May.
Fisher, now a computer programmer living in south London, left the band in 1969. Brooker, 61, still tours with Procol Harum.
In a statement, Brooker and Reid said Fisher's court victory created a dangerous precedent because it meant any musician who had played on any recording in the past 40 years could claim joint authorship.
"It is effectively open season on the songwriter," they said. "It will mean that unless all musicians' parts are written for them, no publisher or songwriter will be able to risk making a recording for fear of a possible claim of songwriting credit."
They intend to file an appeal.

Fiancee of shooting victim changes name

NEW YORK - She lost her fiance in a hail of police gunfire on their wedding day, but a court has ruled that Nicole Paultre can still have his name.

A civil court judge approved an application to legally change her name to Nicole Paultre Bell, in memory of the victim of the Nov. 25 2006 shooting, Sean Bell, her lawyer said Friday.
The name change will become official next week, said the attorney, Sanford Rubenstein.
Paultre, 22, and Bell, 23, met in high school and had two children together.
In her name-change petition, she wrote: "In honor of the memory of my fiance, Sean Bell, the father of our two children who was killed by police on the morning of the day we were to be married, I request this name change so that my surname will be the same as my two children."
Police killed Bell and wounded two of his friends inside their car after his bachelor party at a Queens strip club where officers were conducting an undercover operation.
An undercover officer began following the victims to the car after overhearing one of them allegedly threaten to retrieve a gun in a dispute with another man. As the car started to pull away, it bumped the officer and then smashed into an unmarked police van, police said.
The undercover officer has insisted, through his lawyer, that he believed one of the companions was pulling a gun when he opened fire on the car; no gun was found. He and other witnesses also have said there was a fourth man in or near the car who disappeared. But Bell's two wounded companions and others who claim to have witnessed the shooting have disputed the existence of a fourth man.
The five officers who fired a total of 50 rounds have been put on paid administrative leave pending the outcome of a grand jury investigation by Queens prosecutors.
The victims were all black; the officers were white, Hispanic and black.
The name change was first reported on Essence magazine's Web site. In an interview with Essence.com, Paultre said Bell was carrying their wedding rings when he was killed. After they were returned to her, she put hers on and buried the other with him.
Though Paultre initially labeled the police officers who shot her fiance as "murderers," she has since said she doesn't blame the entire police department for the shooting.
"It's not the department that did this," she said. "It's those five police officers; it's them that need to be held accountable."

Anna Politkovskaya, the Russian human rights defender and journalist, was found dead in a lift in the block of flats where she lived in Moscow at 5.10pm on 7 October 2006. She had been shot.

Amnesty International (AI) is shocked, saddened and deeply angered by the murder. The organisation believes that she was targeted because of her work as a journalist, reporting on human rights abuses in Chechnya and other regions of the Russian Federation.

Lamsar Samba Sell, a 28-year-old student from Senegal, was shot dead in the early morning of 7 April 2006 in St Petersburg. A gunman opened fire on a group of foreign students as they left a weekly gathering of inter-cultural friendship between Russians and foreigners. Lamsar Samba Sell was reported to have been shot in the back. An air rifle was found abandoned nearby emblazoned with a swastika, although it was not thought to be the weapon used to murder the student. A criminal investigation was immediately opened under Article 105 part 2 (murder motivated by racial hatred) and an arrest warrant for a suspect was issued on 11 April.

Subsequently, the St. Petersburg authorities reportedly detained five suspects, but the key suspect was reportedly killed during arrest. According to information received from the city procuracy, the case is still at the preliminary investigation stage.

Lamsar Samba Sell had taken part in anti-racism initiatives such as giving lessons in secondary schools on African culture and tolerance.

Please write letters to the Russian authorities,

- expressing concern about the many reports of allegedly racially motivated killings of foreign students in the Russian Federation;
- welcoming statements by Russian law enforcement officials that acknowledge the problem of racism and intolerance in the Russian Federation, including in Lamsar Samba Sell’s case;
- welcoming efforts by law enforcement officials to investigate and prosecute the perpetrators in this murder but expressing concern that many more attacks may go unreported as many foreigners and members of ethnic minorities who become victims of a crime lack confidence in the justice system and in law enforcement officials to help them;
- calling on the authorities to ensure that the murder of Lamsar Samba Sell be effectively and thoroughly investigated and prosecuted;
- urging the authorities to address deficiencies in the investigation and prosecution of racist attacks, including through the development of clear guidelines and training for police, procurators and judges who deal with such cases.

Italian link in Litvinenko case arrested

ROME (Reuters) - Mario Scaramella, the Italian contact of the dead ex-Russian spy Alexander Litvinenko, flew home for Christmas on Sunday but was arrested in connection with an investigation into arms trafficking, a judicial source said.

The source said Scaramella was arrested at Naples airport as he arrived on a flight from London, where he was hospitalized this month for treatment for suspected radiation poisoning.
He was one of the last people to have met with Litvinenko, who died last month of radiation poisoning.
Scaramella, an Italian KGB expert who was a consultant to a parliamentary commission that investigated spying in Europe during the Cold War, was arrested in connection with an investigation into arms trafficking and violating state secrets.
Scaramella, whose family lives in the Naples area, was later driven to the Regina Coeli jail in central Rome.
Scaramella met Litvinenko at a London sushi bar on November 1, the day the former Russian spy fell ill.
Both Russian and British authorities have started murder investigations into Litvinenko's death from poisoning by a lethal dose of polonium 210.
The attention surrounding Scaramella has thrown the spotlight onto Italian judicial investigations that involve him, including one into arms trafficking.
In a telephone interview with Reuters earlier this month, Scaramella said: "I need to come back to Italy as soon as I can and to clarify with authorities," he said.
Litvinenko, in a statement released after his death on November 23, accused Russian President Vladimir Putin of masterminding his poisoning.
The Kremlin has denied involvement in the case, which has sparked conspiracy theories, revived memories of Cold War spying and strained relations between Russia and Britain.
Marina Litvinenko, in media interviews, said her husband had made enemies by speaking out about corruption in the FSB, the KGB's successor. She said Russian authorities might have killed him.

The most dangerous man in Europe Martin Jacques We turn a blind eye to Silvio Berlusconi, but a huge amount is at stake in this weekend's Italian general election.With just a few days to go, there is a profoundly discomfiting fact about the Italian general election: Prodi is only three points ahead of Berlusconi. The result remains on a knife edge. I make no apology for returning to the subject of Berlusconi. He is the most dangerous man in Europe and poses a profound threat to democracy in Italy. The attitude displayed towards him by western leaders like Blair and Bush - treating him as a friend and ally - has been nothing short of disgraceful - the word appeasement is buzzing around in my head. While they busily denounce "extremists", terrorists and "authoritarianism" around the world, they turn a blind eye to the corrosion and degeneration of democracy in one of the historic centres of Europe, not to mention one of the most important countries in the European Union. Berlusconi represents an incipient fascism, a fascism born of the conditions of our age rather than the interwar period. I choose my words carefully, without hyperbole.In a country resting on universal suffrage, then the corruption of information - through the overwhelming control of the media, especially television, both private and state - is a pre-condition for the debasement of democracy. This is exactly what Berlusconi has achieved. The truth has become fiction, fiction the truth; the two are indistinguishable in Berlusconi's Italy. Democracies depend on the separation of powers and recognition of and respect for the legitimacy of these various independent sources of power. But Berlusconi has sought quite deliberately to undermine them. He doesn't just seek to attack them; he seeks to undermine and ridicule them. He calls the judges communists. This is the typical style of a fascist leader, seeking to weaken and undermine those sources of power and legitimacy that lie outside his control.A fortnight ago, I wrote an article making some of these same points. I got over 120 emails in response. They made deeply depressing reading, not because they were critical of my article. On the contrary, they overwhelmingly came from Italians who thanked me for writing the truth, who said that it was increasingly hard to say these kind of things in Italy, and who displayed a profound pessimism about the future of their country. I cannot remember a similar mood of desperation in any major European democracy in recent times. And yet we happily seem to turn the other cheek, or pretend that Berlusconi is simply a fool, or a knave, or another mega-rich man, or one of those slightly bizarre political figures that Italian politics seems to specialise in from time to time. He might be some of these things as well, though fool he certainly is not, but this is to miss the point entirely. Berlusconi threatens the edifice of Italian democracy.Let us hope that he is defeated this weekend, but we should be under no illusions that this would bring the matter to a close. Berlusconi has done untold damage to Italian democracy since his emergence as a political leader in 1994. The weak centre left government that replaced him in 1996 failed to provide a serious and viable alternative, while also shamefully failing to legislate over Berlusconi's "conflict of interests": that he could, at the same time, be both prime minister and own virtually all of the private television channels as well as a large slice of the print media. As a result, Berlusconi returned to power in 2001 far stronger than before. Exactly the same could happen again. After another period of weak centre left government, Berlusconi could return yet again, in an even stronger position. And Italian democracy could slowly wither on the vine. Europe, are you listening? Do you care? Are you worried? Do you understand the meaning of Berlusconi and what is happening in Italy?

IDF commander: We fired more than a million cluster bombs in Lebanon

"What we did was insane and monstrous, we covered entire towns in cluster bombs," the head of an IDF rocket unit in Lebanon said regarding the use of cluster bombs and phosphorous shells during the war.

Quoting his battalion commander, the rocket unit head stated that the IDF fired around 1,800 cluster bombs, containing over 1.2 million cluster bomblets.

In addition, soldiers in IDF artillery units testified that the army used phosphorous shells during the war, widely forbidden by international law. According to their claims, the vast majority of said explosive ordinance was fired in the final 10 days of the war.

The rocket unit commander stated that Multiple Launch Rocket System (MLRS) platforms were heavily used in spite of the fact that they were known to be highly inaccurate.

MLRS is a track or tire carried mobile rocket launching platform, capable of firing a very high volume of mostly unguided munitions. The basic rocket fired by the platform is unguided and imprecise, with a range of about 32 kilometers. The rockets are designed to burst into sub-munitions at a planned altitude in order to blanket enemy army and personnel on the ground with smaller explosive rounds.

The use of such weaponry is controversial mainly due to its inaccuracy and ability to wreak great havoc against indeterminate targets over large areas of territory, with a margin of error of as much as 1,200 meters from the intended target to the area hit.

The cluster rounds which don't detonate on impact, believed by the United Nations to be around 40% of those fired by the IDF in Lebanon, remain on the ground as unexploded munitions, effectively littering the landscape with thousands of land mines which will continue to claim victims long after the war has ended.

Because of their high level of failure to detonate, it is believed that there are around 500,000 unexploded munitions on the ground in Lebanon. To date 12 Lebanese civilians have been killed by these mines since the end of the war.

According to the commander, in order to compensate for the inaccuracy of the rockets and the inability to strike individual targets precisely, units would "flood" the battlefield with munitions, accounting for the littered and explosive landscape of post-war Lebanon.

When his reserve duty came to a close, the commander in question sent a letter to Defense Minister Amir Peretz outlining the use of cluster munitions, a letter which has remained unanswered.

'Excessive injury and unnecessary suffering'

It has come to light that IDF soldiers fired phosphorous rounds in order to cause fires in Lebanon. An artillery commander has admitted to seeing trucks loaded with phosphorous rounds on their way to artillery crews in the north of Israel.

A direct hit from a phosphorous shell typically causes severe burns and a slow, painful death.

International law forbids the use of weapons that cause "excessive injury and unnecessary suffering", and many experts are of the opinion that phosphorous rounds fall directly in that category.

The International Red Cross has determined that international law forbids the use of phosphorous and other types of flammable rounds against personnel, both civilian and military.

IDF: No violation of international law
In response, the IDF Spokesman's Office stated that "International law does not include a sweeping prohibition of the use of cluster bombs. The convention on conventional weaponry does not declare a prohibition on [phosphorous weapons], rather, on principles regulating the use of such weapons.

"For understandable operational reasons, the IDF does not respond to [accounts of] details of weaponry in its possession.

"The IDF makes use only of methods and weaponry which are permissible under international law. Artillery fire in general, including MLRS fire, were used in response solely to firing on the state of Israel."

The Defense Minister's office said it had not received messages regarding cluster bomb fire.
